The guy in the red truck there was later arrested for pepper spraying 16 people in a drive-by. Police believe he wasn't targeting the Westboro Baptist Church, but the Patriot Guard Riders who were counterprotesting.

I'm afraid you've got it backwards, Alex -- the article you link to very clearly says that the police believe that Vogel was targeting the WBC:

"Initial indications are he was probably targeting the Westboro Baptist Church [protesters]," police spokesman Michael Pecha told CNN.

He actually hit some of the counter-protestors, but it doesn't appear that he was targetting them.
