Press Secretary Jay Carney explains the DOMA recommendation yesterday and says that Obama is still grappling with same-sex marriage.

I try to avoid thinking about this, for my own sanity.
One of two things is happening here: Obama doesn't believe in full civil rights for lgbtq people, or he's not being honest about his personal thoughts and convictions.
Both possibilities are disappointing.
I honestly feel Obama is seeing the light on LGBT issues and that picking and choosing one's civil liberties is unseemly and politically fragile. I hope he makes a statement soon that his personal convictions have moved past the old institutional ideals and dogmas toward a more equality in principle embracing ideal. His "evolving" comment is a hint but not clear enough.
He may also be facing the reality that LGBT rights have flipped as a compromise issue. Being for them is more centrist now than being against them was in Clinton's time. The constituency has also evolved faster than the political elite.
