"He threw my paperwork at me and said 'We don't accept that. We don't acknowledge that. You can't have that done here.'"

-- Merrie Rouse, who lives in Lawrence, Kansas, describing how a state Department of Revenue employee treated her and her legal wife Alyssa Johnson when one of them tried to change her last name on her driver's license.

The Supreme Court has effectively made marriage equality the law of the land in Kansas, but Republican Governor Sam Brownback -- a notorious anti-gay bigot -- is refusing to comply, leaving it up to county officials to decide on their own whether or not to grant marriage licenses to same-sex couples.

Under Brownback's direction, state agencies are also refusing to treat legally married same-sex couples equally, blocking them from applying for legal name changes and filing joint tax returns.

The ACLU is amending its marriage equality lawsuit in the hope of forcing the state to stop these discriminatory practices.
